Designed in 1900 by E.M. Dean Smith, as was No. 10 adjacent. The building has a basement and two upper floors.

A three storey building with highly decorative façade and half basement (ground floor) below the street level. The façade has tuck pointed face brick with smooth render second floor and a stucco banded parapet. The name 'Tannatt Chambers' is raised on a decorative stucco cornice above the portico facade over the ground and first floors. The east side front entrance and the pointed arched windows of the first floor have stained glass transoms lights; the arched windows on the upper level have multi paned timber windows.
The place is of historic significance as an example of a commercial building in the Old Port City of Fremantle dating from the gold boom period in the late nineteenth and early twentieth century. A rare and well executed example of a building in the Federation Romanesque style in the Old Port City of Fremantle. The place is a significant landmark in the Old Port City of Fremantle. The place is of social significance as evidenced by its classification by the National Trust. Heritage Council.
