2023 Election
The change brought about by this election is that Dean Nardi is removed from Council and Lucinda Maywood is added.
The five councillors elected are: Kerry Donovan, Jenny Harrington, Lucinda Maywood, Tony Natale, and Cliff Collinson (who has the two-year term).
There was an election by postal vote concluding on 21 October 2023 for four councillors for a four year term and one councillor for a two year term (replacing Laura Mascaro). Candidates are Andrew Blakeley, Cliff Collinson, Daniel Copson, Kerry Donovan, Jenny Harrington, Lucinda Maywood, Dean Nardi, Tony Natale. The Council website shows their electoral statements.
East Fremantle is a Band 3 LGA area and is now entitled to have 5-9 council members, but no wards.
East Fremantle Town Council Election 2021
The Town of East Fremantle Local Government Elections were held on 16 October 2021 as a postal vote. The vote determined the outcome for the election of four (4) Councillors and the Mayor of East Fremantle.

Richmond Ward: Andrew McPhail (unopposed)

East Fremantle Town Council Election results 2019
Cliff Collinson and Tony Natale were re-elected unopposed in Plympton and Preston Point wards respectively.
Dean Nardi (212) defeated Julie Amor (177) in Richmond ward.
In Woodside ward, Kerry Donovan (227) defeated Andrew White (183) and Rufus Morse (70).
In 2019, councillors whose terms come to an end are Dean Nardi, Andrew White, Cliff Collinson, and Tony Natale.
Cliff Collinson and Tony Natale will be re-elected unopposed in Plympton and Preston Point wards respectively.
There will be a two-way contest for Richmond between incumbent Dean Nardi and Julie Amor.
And in Woodside three candidates will contest the seat: incumbent Andrew White, and Kerry Donovan and Rufus Morse.
Gender battle
Following is the Fremantle Herald's article about the candidates, republished with grateful acknowledgement from the 20 September 2019 edition. (I've not included the photos. They are available at the links above.)
A GENDER war is brewing at East Fremantle Council. The council has only one female councillor, prompting two female candidates to run for East Freo at next month’s local government election. But it’s not all blood and democratic snorters in the tiny, affluent municipality, with two incumbent councillors elected unopposed in the Plympton and Preston Point wards, sparking fears of another low voter turnout.
RICHMOND WARD
JULIE AMOR wants more women on council. The former East Fremantle councillor has a background in mental health and counselling and has lived in the town for 27 years. “There is inadequate female representation on our council. Good governance is imperative, however cohesiveness and collaboration can come at a cost of unfair representation of all residents. Good governance should have diversification and I will offer a fresh perspective. I’m passionate about honesty, transparency and accountability in council decision making.”
DEAN NARDI is a Richmond Ward councillor seeking re-election. He says he would continue to fight for “reasonable” development in East Fremantle. “With the Leeuwin Barracks soon to be developed, I believe my experience on the Town Planning Committee will be essential to advocate for reasonable development in a locality of significance for our town. I am passionate about East Fremantle and have been active in support of reasonable development whilst I have served on council, having advocated for modest developments at the Royal George and Roofing 2000 sites.” Cr Nardi has lived in East Fremantle all his life.
WOODSIDE WARD
KERRY DONOVAN is disappointed there is only one female councillor in East Fremantle and wants voters to address the gender imbalance. “Women are under-represented on the council (currently one female)...I am a consumer advocate with St John God Murdoch Hospital and a proactive member of the Glyde-In Management Committee. I am committed to getting the balance right between residential and open space, preserving the town heritage, maintaining and enhancing parks and footpaths, supporting sporting clubs and community groups, getting value for money on expenditure and reducing the impact of traffic.” Ms Donovan has lived in East Freo for 40 years.
RUFUS MORSE works for the state government and wants to preserve the rich character and heritage of East Fremantle. “I will earnestly and continually strive to develop and maintain the high liveability and standard of services enjoyed by residents, ratepayers and business owners alike in East Fremantle, as well as address any concerns or queries in a respectful and empathetic manner that is in keeping with the expectations of all East Fremantle stakeholders.”
ANDREW WHITE is a Woodside Ward councillor seeking re-election. A qualified forester and teacher, he is CEO for Australian and overseas businesses. “I want to keep East Fremantle fabulous! My conviction is strong for good governance, effective communication, and efficient teamwork. I believe we should continue to focus on building trust between East Fremantle residents and our collective council because it’s crucial to maintaining East Fremantle as a highly desirable and unique place to live.”
PLYMPTON WARD
CLIFF COLLINSON has been elected unopposed for another four-year term. The retired schoolteacher is a heritage advocate and has been the Plympton Ward councillor for the past 12 years. He successfully fought against the state government plan to merge the tiny municipality of East Fremantle with its larger neighbour, Fremantle, in 2015.
PRESTON POINT WARD
TONY NATALE has been elected unopposed. Cr Natale has been on council for two years. “I have a strong passion for sustainability and want to see our special town remain sustainable for the benefit of future generations. I advocate for effective stewardship over the Swan River foreshore, local infrastructure and appropriate future urban development (Leeuwin Barracks).”

I am a retired schoolteacher who has been a resident of the town for 32 years. I have been a Councillor for 10 years and in that time served on numerous council committees and I am currently chair of the town's planning committee. I have been actively involved in numerous community and environmental groups over the years including Radio Fremantle presenting regular programs for over 25 years. I am currently convenor of the Fremantle Oxfam Group and an active member of the waste recycling education network. I am passionate about the town's heritage and have constantly advocated not only for environmental sustainability but for preservation of our heritage properties and streetscapes. Developments should be sympathetic to their surroundings. I am the only mayoral candidate who actively opposed council amalgamations. I was first elected as a Councillor for the Woodside Ward; later elected as a Councillor for Plympton during which time I also served as Deputy Mayor. I am committed to the sympathetic redevelopment of the Royal George Hotel, the Leeuwin Barracks and Woodside Hospital, and a balanced outcome regarding the potential redevelopment of our football oval. Matilda O'Neill
I'm nominating to represent the Plympton ward as a councilor [sic] for the Town of East Fremantle. Having grown up in and spent my entire life as a resident in this town I feel very passionately about its’ [sic] uniqueness, beauty and lifestyle which I am determined to maintain for the future generations to enjoy. I hope to make my contribution to the town in an effort to maintain a cohesive community in a clean and accessible environment. Over the last four years, East Fremantle Council has transformed. We’ve installed new management. Residents are better communicated with; we’ve entered the digital age with an e-newsletter, Facebook, and a functional website. Major projects are underway: foreshore upgrades will soon commence, Town Hall restoration and public access improvements are underway, Richmond Quarter is now complete. And residents are better engaged in major decisions, most recently in the future of the Leeuwin Barracks. To make East Fremantle even better, next steps include: increasing the quality and quantity of useable recreation space along our river foreshore, achieving redevelopment of the Royal George Hotel with its new owner, and increasing investment in footpath upgrades. Stephen Green
My name is Stephen Green and have enjoyed living in East Fremantle for last 40 years. I feel the time has come for me to provide my services to the Town of East Fremantle and its residents. I am passionate about East Fremantle and feel that I can add value to this strong community. I currently work part time in the marine industry and have held senior management positions throughout my career. Julie Amor
I have lived in East Fremantle for 25 years, and brought up my son here. I come from a health background having worked as a registered nurse and then a counsellor most of my working life. I previously served on council for 1.5 yrs in 2014-15. I like to see accountability and transparency in local government and think of myself has having a voice of reason which means I do not always agree with the status quo. Our council has a lack of female representation at the moment so I would like to help address that. Residents should feel confident in approaching council without fear or favour. I am interested in ensuring that our increasing numbers of senior folk are supported to live in our community as well as preserving community facilities, environment and services ensuring that community’s interests are reflected in the development of the Leeuwin Barracks.

Kerry Donovan
I have lived in East Fremantle for 40 years am passionate about community involvement a safe and secure environment for all residents from young to old. A way to achieve this goal is to provide open spaces and facilities that bring people together. With the redevelopment of the East Fremantle Football Oval and the Leeuwin Barracks I think the opportunities to create this are excellent. In 2014 I retired from a senior executive position with Challenger Institute, as part of the executive team responsible for policy development, infrastructure, risk management, and corporate compliance with a budget 89m. I serve on three committees for St John of God Murdoch Hospital for the governance of consumer engagement. I have volunteered for the Fremantle Citizens Advice Bureau and the Maritime Museum. TONY NATALE is passionate about sustainability and has lived in Preston Point ward with his family for over 20 years.
JULIE AMOR says East Freo doesn’t have enough women councillors and wants to readdress the balance and also support seniors in the community.
KERRY DONOVAN wants to create a secure and safe environment for residents in East Fremantle.
East Freo already has parent and child councillors (Andrew and Michael McPhail) and if the O’Neills and McPhails are both elected, the tiny chambers at East Freo council could be quite a family affair.
